ATO/ DTO status required for new flying school on the Isle of Man

Newly qualified EASA Flight Instructor (FI(R), SEP, MEP, IR, fATPL) would like to re-establish a flying school on the Isle of Man (the previous one closed in 2020).

Apparently we need to operate as a 'satellite' of an existing DTO/ ATO (CAP1637), because the Isle of Man is not covered by the UK CAA. No need for funding, would consider leasing your SEP aeroplane or find my own. Any organisation willing to help out in a win-win collaboration?
